Are passive components like resistors and capacitors actually at risk of being counterfeit or substandard?

Yes, though the failure mode is different from that of active ICs. For passives, the more common threat is out-of-specification or re-marked parts rather than outright die-level counterfeiting. A resistor marked as 1% tolerance may test at 5% or worse. Capacitors sourced from unvetted channels can show incorrect capacitance values, reduced voltage ratings, or accelerated degradation under thermal stress.
